Other CARB Regulations

Background and Summary

The Risk Reduction Plan was developed by the California Air Resources Board (also known as ARB or CARB) to reduce particulate matter emissions from diesel engines and vehicles. CARB approved these documents in 2000, paving the way for the next step in the regulatory process: the control measure phase.

During the control measure phase, specific CARB regulations were developed to reduce PM emissions. The goal of each CARB regulation is to make diesel engines as clean as possible by establishing state-of-the-art technology requirements or emission standards to reduce PM emissions.

FleetCrew can assess your fleet to determine if you are impacted by any of the CARB regulations that target various market sectors such as the following:

  • In-Use Heavy Duty Diesel Trucks and Buses
  • In-Use Off Road Equipment
  • Solid Waste Collection Trucks
  • Drayage Trucks
  • In-Use Mobile Agriculture Equipment
  • Large Spark Ignition
  • Transport Refrigeration Units (TRUs)
  • Cargo Handling Equipment at Ports and Intermodal Rail Yards
  • Public Transit Agencies
  • Portable Equipment
  • Greenhouse Gases

LSI Regulation

FleetCrew offers compliance assistance for fleets that must comply with the Large Spark-Ignition (LSI) Engine Fleet Requirements Regulation. The LSI Regulation applies to operators of forklifts, sweeper/scrubbers, industrial tow tractors, and airport ground support equipment (GSE). These vehicles are found in industries as diverse as manufacturing, wholesale, transportation and utilities, retail, services, and construction. The 2006 LSI rulemaking and 2010 amendments required operators of in-use fleets to achieve specific hydrocarbon (HC) + oxides of nitrogen (NOx) fleet average emission level (FAEL) standards that became more stringent over time, the lowest FAEL for large and medium fleets was to be achieved in 2013. The 2016 amendments require operators of in-use fleets to report, label LSI equipment, and continue existing recordkeeping requirements previously set to expire June 30, 2016.

Annual reporting must be completed in the Diesel Off-Road Online Reporting System (DOORS) and updates completed June of each calendar year. Our emission consultants specialize in providing professional guidance and assistance in reporting your fleet and completing annual updates.

Our experienced emission consultants will walk you step-by-step to help:
  • Gather a complete fleet inventory list, including propane, gasoline and electric equipment.
  • Review your fleet size, turnover and equipment life cycle.
  • Determine your fleet’s specific compliance requirements.
  • Help you understand forklift fuel types, fleet size, reporting and EIN labelling.
  • How to deal with airport ground support equipment (GSE) and other self-propelled equipment.
  • How to deal with Rental Equipment and the Limited Hours Provision.
  • Help develop a cost effective strategy that fits your business.
